Delhi Police Special Cell Busts Pakistan-Linked Terror Module; 6 Arrested

In a significant counter-terrorism breakthrough, the Delhi Police Special Cell has neutralized a highly sophisticated, multi-layered terror module operating inside the national capital. Following closely on the heels of similar clampdowns in Gujarat, this coordinated intelligence-led operation has exposed a deeply entrenched network managed by Pakistan-based handlers with direct links to the Inter-Services Intelligence (ISI) proxies. Security forces arrested six operational nodes who were actively executing two distinct but deeply synchronized tasks: orchestrating localized sabotage and managing an illegal, cross-border arms trafficking supply chain.

The operations, led by senior officers of the anti-terror wing, culminated in the recovery of explosive devices and automatic weaponry. Additional Commissioner of Police (Special Cell) Pramod Singh Kushwah addressed the media, confirming that the prompt intervention of the law enforcement matrix successfully averted a series of calculated attacks designed to disrupt the law and order infrastructure in highly sensitive zones of Delhi.

The Blueprint of Sabotage: Improvised Attacks Foiled

The first neutralized wing of this network was specifically organized to carry out localized, high-impact disruptions. Operating on direct intelligence, teams from the Delhi Police Special Cell intercepted two key operatives, identified as Danish alias Chand Miyan (24) and Salman (20), both residents of Muzaffarnagar, Uttar Pradesh. The duo was apprehended during a tactical ambush near the Vijay Ghat area.

During the search, officers recovered three fully functional petrol bombs (Molotov cocktails), alongside communication devices containing heavily encrypted application trails linking them directly to overseas handlers. Investigative disclosures revealed that Danish had established contact with Rana Hunain—a known Pakistan-based operative and close associate of notorious gangster Shahzad Bhatti—via social media channels earlier this year.

The primary objective assigned to this specific module was to execute targeted petrol bomb attacks on vital government installations and central police establishments in Delhi, including reconnaissance of high-profile political offices. Financial trails indicate that the handlers had promised minimal cash payouts to these ground assets to carry out the strikes and visually document the incidents for propaganda generation.

The Logistics Matrix: Cross-Border Drone Smuggling

While the first module focused on immediate urban disruption, the second module functioned as an advanced logistics and arms procurement cell. The Special Cell arrested four individuals associated with this network: Tayyab, a resident of Shaheen Bagh; Ali Fazal, hailing from Meerut; Jubair Khan (also spelled Zubair) from Modinagar; and Malkiat Singh alias Malkit, who was intercepted during a closely linked raid in Punjab.

This particular operational arm was monitored by another Pakistan-based handler within the Shahzad Bhatti network, identified as Hassan Gujjar. This cell was responsible for receiving sophisticated weapon consignments dropped via unmanned aerial vehicles (drones) along the international border in Punjab and transport routes spanning Uttar Pradesh.

The recoveries from this secondary module include:

  • Three high-caliber pistols

  • Multiple rounds of live cartridges

  • Logistical vehicles used for intra-state transport

  • Smartphones loaded with precise geographical coordinates of drone drop zones

Malkiat Singh, acting as the border-state anchor, allegedly received the drone-dropped weaponry in Punjab before systematically routing them down to the capital-based operatives through Tayyab and Ali Fazal.

Deep State Connections and the Bhatti Network

This operation sheds critical light on the evolving nature of hybrid threats facing urban security centers. The Shahzad Bhatti network, operating out of safe havens under institutional patronage across the border, has increasingly shifted from conventional gang rivalries into an active proxy tool for anti-India subversion.

According to senior investigators, the current activation of modules was a direct retaliatory attempt following aggressive crackdowns by Indian security forces against overseas economic and criminal syndicates. By employing low-cost, local radicalized elements for petrol bomb strikes alongside high-grade weapon trafficking, the handlers aimed to create a state of localized panic while maintaining a layer of deniability.

The Delhi Police Special Cell, alongside central intelligence nodes, has widened the scope of the investigation. Current efforts are focused on tracing the complete digital footprints of the seized devices, identifying financial facilitators who cleared the hawala channels for the operatives, and mapping out the remaining sleeper cells connected to the cross-border drone grid along the western borders.
