The Jammu and Kashmir administration has launched a territory-wide crackdown on educational resources, directing the immediate screening and removal of literature deemed inappropriate, anti-national, or prejudicial to religious sentiments.
The sweeping administrative directive, issued concurrently by the Directorates of School Education in both the Kashmir and Jammu divisions, mandates that heads of all government schools, recognized private academic institutions, and private coaching centers thoroughly vet every piece of reading material on their campuses.
The Catalyst: Separatist Row in Centrally Funded Books
The administrative intervention stems from a controversial procurement discovery under the centrally funded Samagra Shiksha library initiative, which supplies textbooks and reference literature to thousands of higher secondary classes across the region.
Authorities identified pro-separatist and anti-India text in two specific titles distributed to schools across Jammu, Ramban, Udhampur, and Baramulla districts: Personalities and Legends of J&K (authored by Hilal Ahmad and Santosh Meena, published by Oberoi Book Service) and Great Personalities of Jammu and Kashmir (authored by Dr. Sushant Giri, published by Anurag Prakashan).
According to regional political leaders and investigators, the books contained highly controversial terminology—explicitly describing the region as "India-occupied Kashmir" or "Indian-held Kashmir."
Following a fierce public backlash and intense protests from political groups who accused the system of promoting institutional subversion, Lieutenant Governor Manoj Sinha intervened.
Additionally, eight high-ranking education department officials who served on the library evaluation subcommittee were placed under immediate suspension for serious negligence, dereliction of duty, and a complete lack of proper due diligence.
"Educational institutions must remain sacred centers of learning, constitutional values, and nation-building.
There will be absolute zero tolerance for any deliberate attempt to mislead, misinform, or radicalize young, impressionable minds through objectionable literature," asserted Lieutenant Governor Manoj Sinha during a high-level security and administrative review.
Territory-Wide Audit and Strict Reporting Timelines
Rather than limiting the intervention to the two flagged books, the administration has expanded its scope into a territory-wide institutional audit.
According to the official circular, the screening process must identify any material that violates the religious sentiments of any section of society, contradicts prevailing laws, or carries the potential to harm national interest and public order.
The administration has enforced a strict multi-tier reporting timeline to conclude the sweeping audit:
School & Coaching Centers: Must identify objectionable material and submit initial compliance reports to Zonal Education Officers (ZEOs) within seven days (by July 13).
Zonal Education Officers (ZEOs): Required to scrutinize, verify, and consolidate institutional inputs by July 15.
Chief Education Officers (CEOs): Tasked with reviewing, countersigning, and delivering final verification documents to the Directorate by July 17.
Consolidated Master Review: A complete evaluation report across both divisions is due for executive review by July 19.
The government has explicitly warned that any lapse, oversight, or delay in submitting these compliance certificates will be viewed as a serious offense, inviting immediate and severe disciplinary action against the institutional heads, who are being held personally accountable for their campus collections.

The comprehensive library audit has deeply polarized Jammu and Kashmir’s political landscape. Leaders from regional political parties have raised sharp concerns regarding academic freedom and what they describe as the systematic curation of historical narratives.
Srinagar Member of Parliament (MP) Aga Syed Ruhullah Mehdi called the sweeping review "deeply troubling," asserting that libraries exist to preserve historical knowledge rather than align with fluid political frameworks.
Conversely, ruling alliance representatives and security analysts have defended the territory-wide audit as a necessary measure to protect public order, eliminate radicalization channels, and ensure strict compliance with federal educational guidelines.
