Weaponizing JAI through I²: Kalam & Kavach 3.0 Redefines India’s Security Roadmap

As India navigates an increasingly volatile regional security environment, the return of Kalam & Kavach 3.0 at the Manekshaw Centre on May 14, 2026, signals a definitive move from policy intent to executable pathways. Inaugurated by Minister of State for Defence Sanjay Seth, this premier strategic dialogue platform brings together the top military brass—including Chief of Defence Staff General Anil Chauhan and the Service Chiefs—alongside policymakers and industry innovators to debate India’s "future defence preparedness".

Taking JAI Forward with I²

The theme for the 2026 edition, "Taking JAI Forward with I²," reflects a sophisticated dual-track approach to national security. "JAI" stands for Jointness, Atmanirbharta (Self-Reliance), and Innovation, while "I²" emphasizes Indigenisation and International Collaboration. This framework acknowledges that while sovereign capability is non-negotiable, India must remain globally competitive and interoperable with trusted international partners to bridge technology gaps.

Future Warfare: AI and Hypersonics

A major focus of the discussions centers on "future-proofing" India's warfighting edge against emerging threats. Key thematic tracks include:

  • AI-Enabled Warfare: Leveraging artificial intelligence for data-driven decision-making and autonomous systems.

  • Hypersonic Technologies: Accelerating the development of high-speed precision strike capabilities to maintain a strategic deterrent.

  • Quantum-Enabled C4ISR: Strengthening Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance through quantum technologies.

  • Space & Low-Earth Orbit: Expanding India's sovereign earth observation and intelligence capabilities to ensure domain awareness.

Scaling Indigenous Manufacturing

Kalam & Kavach 3.0 serves as a bridge between operational requirements and industrial capacity. The event spotlights the role of MSMEs and the iDEX (Innovations for Defence Excellence) ecosystem in decentralizing production. By promoting defence industrial corridors and scaling indigenous production, the conclave aligns with the broader vision of Viksit Bharat@2047, aiming to turn India into a global defence manufacturing hub.

Structural Reforms and Theatre Commands

The 2026 conclave arrives at a critical juncture as India accelerates theatre command reforms. Discussions involving the Centre for Joint Warfare Studies (CENJOWS) and BHISHM focus on creating a seamless integration across the Army, Navy, and Air Force. This structural shift is essential for operationalizing the "Jointness" pillar of the JAI framework, ensuring that India's military architecture is prepared for multidomain operations in the modern era.
