India’s school education landscape has undergone a profound transformation over the last decade. On May 6, 2026, NITI Aayog released a landmark policy report titled "School Education System in India: Temporal Analysis and Policy Roadmap for Quality Enhancement". While the report addresses many systemic challenges, its most striking finding is the aggressive expansion of the digital learning ecosystem across the nation’s 14.71 lakh schools.
Key Findings: The Technological Surge
The report highlights that the "digital learning ecosystem" has expanded significantly, supported by the National Education Policy (NEP) 2020 and the Samagra Shiksha Abhiyan.
Infrastructure Gains: There is a marked improvement in the availability of computers, functional electricity, and internet connectivity across government schools.
Smart Classrooms: The proliferation of smart classrooms has moved beyond urban centers, reaching a wider segment of the world's largest school network.
Digital Disparities: Despite the growth, the report flags that digital access remains uneven, particularly in smaller, remote schools and among children with special needs.
The Learning Crisis vs. Digital Progress
While the hardware is in place, the "software"—student learning outcomes—presents a more complex picture.
Foundational Mastery: Only 27.1% of Grade 3 students can read a Grade 2-level text, and just 30.7% of Grade 5 students can solve basic division.
The "Recovery" Phase: There are early signs of recovery in foundational literacy and numeracy following the pandemic, yet higher-order reasoning in mathematics remains a national weak point.
Retention Concerns: Nearly 4 out of 10 children who enter the primary system do not make it to higher secondary education, with the Gross Enrolment Ratio (GER) dropping from 90.9% at the primary level to 58.4% at the higher secondary level.
The Roadmap: Integrating AI and Skill-Building
To address these challenges, NITI Aayog has recommended shifting the focus from "expanding access" to "strengthening learning quality" through 13 comprehensive recommendations.
AI for Pedagogy: Integrating Artificial Intelligence into classroom practices to personalize learning and assist in pedagogical innovation.
Composite Schools: Restructuring fragmented school systems into "composite school complexes" to improve resource utilization and administrative efficiency.
Governance Reform: Institutionalizing state and district task forces, headed by Chief Secretaries and District Magistrates, to align multi-departmental policies and pool resources.
Vocational Integration: Reimagining vocational education to ensure skill integration starts at the school level.
