The landscape of India’s coastal governance witnessed a monumental shift on April 16, 2026, as Odisha officially became the first state in the country to implement the second phase of the Marine Spatial Plan (MSP). Signed at Lok Seva Bhawan in the presence of Chief Minister Mohan Charan Majhi, the memorandum of understanding between the State’s Science and Technology Department and the National Centre for Coastal Research (NCCR) marks a new era for the Odisha Blue Economy.

By integrating the MSP with the recently launched Odisha Marine Biotechnology Research and Innovation Corridor (OMBRIC), the government is looking to unlock high-value industries like ocean energy and marine biotechnology.
