In a landmark move for the state’s energy landscape, the Odisha government has officially notified the Odisha City Gas Distribution (CGD) Policy, 2026. Approved by the cabinet led by Chief Minister Mohan Charan Majhi on April 22, and formally gazetted in May 2026, this policy is designed to overhaul the state’s urban utility infrastructure and accelerate the transition to cleaner, more affordable energy.
Key Pillars of the 2026 Policy
The new framework addresses the long-standing bottlenecks of multi-agency clearances and high entry costs for infrastructure providers.
Unified Approval Framework: The policy replaces fragmented departmental permissions with a streamlined, time-bound system overseen by the Housing and Urban Development Department.
Zero-Fee Moratorium: To encourage rapid infrastructure rollout, the state has waived all pipeline laying permission and supervision charges until March 31, 2027.
Single-Window Clearance: A new GIS-based underground utility mapping system and a single-window portal will allow for "deemed approvals," ensuring projects aren't stalled by bureaucracy.
State & District Monitoring: A State Level Apex Committee, chaired by the Chief Secretary, and District Level Monitoring Committees, led by Collectors, will ensure real-time coordination and safety compliance.
Ambitious Targets and Investment
Odisha has authorized five CGD entities to execute this vision across the state's geography.
Domestic Impact: The primary goal is to provide roughly 9 lakh households with PNG connections, eliminating the need for traditional LPG cylinder bookings.
Transport & Industry: The plan includes 271 CNG stations to support a cleaner transport sector and a robust supply chain for industrial and commercial users.
Economic Growth: The policy is expected to generate substantial local employment and establish Odisha as a leader in the eastern India clean energy corridor.
Focus on Safety and Future Energy
The 2026 policy classifies PNG and CNG as essential services, mandating uninterrupted supply and rigorous safety protocols. Additionally, it promotes Compressed Biogas (CBG) initiatives in collaboration with urban local bodies, aligning with the "Swachh Bharat Mission" to convert waste into wealth.
