This extensive digital canopy covers every vulnerable point of the city, allowing top administrative and police officials to dynamically manage real-time logistical movements.

A Zero-Tolerance Security Mandate

Following comprehensive state-level reviews, the Odisha government has adopted a strict "zero-tolerance" policy regarding crowd mismanagement and structural gaps. The memory of the tragic 2025 stampede outside the Gundicha Temple has forced the administration to overhaul its core protocols. Rather than relying strictly on static manual barricades, this year’s structural blueprint blends artificial intelligence, layered terrestrial policing, and strict access limitations.

A formidable force of approximately 12,000 police personnel, alongside units from the Central Armed Police Forces (CAPF), has been strategically positioned along key transit routes. To prevent immediate structural choke points around the divine chariots, Chief Minister Mohan Charan Majhi has mandated strict restrictions on 'inner cordon' passes. Access to the immediate perimeter of the three grand structures has been tightly capped, limiting the space strictly to duty-bound servitors and designated law enforcement officers.
