On May 6, 2026, Union Education Minister Dharmendra Pradhan will officially unveil the new SMC Guidelines 2026 at Vigyan Bhawan, New Delhi. While School Management Committees have been a statutory requirement since the Right to Education (RTE) Act of 2009, this 2026 overhaul represents a significant shift toward the decentralised, community-driven vision of NEP 2020.



What are the New SMC Guidelines 2026?

The 2026 guidelines provide a comprehensive framework to standardize school governance across government and aided schools in India. The core objective is to ensure that schools do not function in isolation but remain deeply accountable to the local community.

Composition and Structure

To ensure that parental voices remain the priority, the 2026 guidelines maintain the mandatory 75% parent/guardian representation in the committee.



  • Diverse Representation: Committees must include elected local authority representatives, teachers, and members from disadvantaged or weaker sections of society.



  • Gender Balance: At least 50% of the committee members must be women.



  • Executive Leadership: The committee typically includes a Chairperson (often the school head) and a Vice-Chairperson elected from among the parent members.

Under the 2026 framework, the SMC’s role spans from infrastructure to academic quality:



  1. School Development Plan (SDP): Preparing and recommending a roadmap for the school's future needs, which serves as the basis for government grants.



  2. Monitoring Learning Outcomes: Tracking student and teacher attendance, as well as the overall quality of teaching and discipline.



  3. Resource Management: Overseeing the implementation of the Mid-Day Meal scheme and ensuring the proper use of school funds.



  4. Social Awareness: Organizing campaigns on health, hygiene, and cyber safety, and reducing student dropout rates through parent-teacher coordination.
